Funding for global partnerships in Horizon Europe

Horizon Europe has released its 2026-2027 Work Programme, which includes a push for global collaboration across its Pillar 2 thematic clusters. Now that Switzerland has regained its status of Associated Country, Swiss-based entities can coordinate projects as full beneficiaries and participate as beneficiary eligible for EU funding.

Most low- and middle-income countries (LMICs), including regions in Africa, Latin America, and Asia, are automatically eligible for EU funding, making it easier for applicants to build global consortia.

An overview of the forthcoming calls for 2026-2027 that explicitly mention collaboration with LMICs can be found in the document attached. However, organisations based in LMICs are in principle eligible for most Horizon Europe Pillar 2 calls. Call restrictions may apply.

Consortia must generally include at least three legal entities from three different Member States or Associated Countries to meet basic eligibility requirements. Specific consortium requirements may apply for calls that foster collaboration with LMICs.

Support services are available through the Euresearch network. Euresearch Regional Offices provide support for administrative and budgeting matters, while National Contact Points can provide guidance on the scientific aspects of proposals.
